We first heard of Horizon Pacific Contracting through a magazine article about a home they had built. We liked the style of the house featured in the magazine and were impressed with the Horizon website. Originally, we had planned to renovate our waterfront property, which we had purchased a number of years earlier. Tim from Horizon came out to meet us at the property, and we felt comfortable with him right away—he was knowledgeable and trustworthy. We awarded the renovation project to Horizon. When the renovations started, a variety of significant issues came up with the existing house, and we made the difficult decision to change our plans and build a new home. We relied on Horizon to assist with this transition. This included putting us in touch with Pamela Ubeda at Coast and Beam as our architect, and Pamela Billinghurst as our interior designer—both of whom substantially assisted us in the transition to building a new home. Unfortunately, our construction began at a particularly challenging time—during the pandemic—which brought significant cost increases and supply chain disruptions. Tim and our project manager, Dave, were attentive to our concerns and worked closely with us to explore alternatives and find solutions that minimized the impact of these challenges. Their commitment to quality, combined with their innovation and expertise, allowed us to move forward without compromising on the standards that were important to us. Horizon uses a very good group of contractors and employees for their projects. The Horizon employees working on our house were experienced, detail-oriented, and pleasant. Their regular contractors exhibited quality workmanship and a professional onsite attitude. We also appreciated the Horizon office staff, who were very welcoming and quick to address any questions or concerns. We highly recommend Horizon. Horizon Pacific Contracting completed a major renovation on our family-owned rental building in James Bay. Our original plan to replace the building balconies turned into a major renovation to address a variety of deficiencies in the building. We wanted our project to be done properly so we didn’t have to redo it in fifteen or twenty years and that meant picking the right company for the job. When we started looking for contractors we phoned several window and door manufacturers and Horizon Pacific Contracting came highly recommended. When we met with Tim we had a really good feeling about the company. We could tell immediately there was better communication than with other contractors. When our project manager Randy came onboard he was awesome. With a large project like this there are many moving parts and a lot of back and forth is needed to make informed decisions. We really appreciated Randy’s consistent communication and guidance through the project. This included communication with architects, structural engineers, municipal departments as well as with our building tenants. He especially deserves kudos for his communication with the tenants, who for the most part are extremely pleased. He took lots of pictures and we appreciated his directness in terms of what our options were and what results we could expect. He walked us through the WorkSafe aspects with the stucco, which was asbestos-containing, making it simple for us. In the end we replaced the balconies, windows, doors and the roof. The stucco was replaced with HardiePlank and we were able to insulate areas where there previously wasn’t any, such as on the entire ground floor and in the building corners. As a result of addressing these deficiencies based on Horizon’s recommendations, the building is quieter and we are spending a lot less money on heat. We love the updated look of the entrance. The upgrades to LED lighting look great and will save on energy costs. Details like moving internet connections from the outside of the cladding to under the cladding have made a big difference. The customer service extended beyond the project scope of work. Randy frequently made recommendations for suppliers for things that weren’t part of the Horizon project such as for a fence and for powerwashing. Everyone he recommended did a great job. COVID created additional challenges including supply issues that Horizon expertly navigated to keep things moving forward. We are very pleased with how it went and couldn’t have asked for a better contractor during that trying time. In early 2019, I hired Horizon Pacific Contracting to collaborate with my interior design company on designing and building my family’s custom home overlooking Cadboro Bay.The waterfront plot we purchased faced several challenges; it was steep and narrow, covered in sand, and subject to strict building height limitations. Furthermore, the modern design I conceived was very ambitious. In the end, Horizon delivered exactly what I had envisioned. My experience with Horizon was truly collaborative. I vividly imagined how the house would take shape in my mind and freely expressed all my ideas to my project manager Tim. Despite an initial language barrier, we managed to understand one another, and he adeptly offered the most fitting choices and recommendations, ultimately optimizing my ideas. In Horizon, I consider myself fortunate to have found a team of individuals eager to push their limits. I recall the prevailing sentiment was, “We haven't tried it this way before, but we're up for the challenge.” The completion of the house, following the meticulously designed plan, stands as a testament to everyone's dedication and skill. What's truly remarkable is that this entire journey transformed initial apprehension about building a house into a splendid showcase for all. Despite not being a professional designer at the outset, with Tim’s constant encouragement, I transformed conceptual drawings into a tangible reality. HIs words serve as a constant inspiration, reaffirming that ambitious thinking and hard work yield rewards. The future remains uncertain, but taking that first step towards embracing a new self opens doors to unforeseen possibilities. Today, I proudly own Semicircle Design, my design studio—a dream turned reality that was beyond my initial contemplation. This house is akin to my child, and growing up with it unveils a sense of perfection in my heart despite any imperfections. As I write this, I am seated in the dining area, gazing out at the azure ocean and people strolling on the beach—a scene mirroring the exact landscape I envisioned during the house's design phase. The seamlessly connected open living room linking the kitchen and dining area allows the vibrant energy of the outdoors to embrace every nook of the house. These were the elements I yearned for, and I've transformed them into reality, sharing the experience with my family. What could be more fulfilling than that? To anyone poised to take on the challenge of creating a home that defies convention and embraces ingenuity, Horizon Pacific Contracting comes with my highest recommendation. We originally hired Horizon Pacific Contracting to add on to an existing house on our lot. During the initial meeting we quickly realized that to get the custom home we wanted we needed to build a new house and Horizon was the best company for the job. We had bought a very unique property on the waterfront and it required an experienced Team to achieve our vision, budget and time-line.  Horizon introduced us to a local Architect who quickly got to work establishing the building limits to allow Horizon to start work on site while the design progressed.  We wanted our new house to minimize impacts on the neighbours while maximizing our own requirements.  Horizon worked closely with all stake-holders to create the best result possible. When we were developing the design and starting construction we were not living full-time in Victoria.  Regardless, Horizon made it easy to work seamlessly through the process. They were able to quickly address constructability issues while ensuring we were still getting the house we wanted. Small adjustments such as changing the size of the upper deck to accommodate skylights over an otherwise dark hallway made a huge difference to our home, as did their expertise in designing and building our stunning foyer staircase. It was clear from the outset that Horizon was committed to ensuring we got the home we wanted. We knew we could always reach someone at the company if we had questions or needed something addressed. The Horizon staff were very easy to work with and were responsive, quick to get back to us and always ready to help with whatever we needed. I usually don't write reviews, but never have I been so impressed with a company. This was our first time building a custom home and I was a little nervous going into it, to say the least! But Horizon was amazing! They took us through every step and made sure that we were happy with everything. I would highly recommend working with Dave. He had great communication and went above and beyond, not only that, he is just a genuinely friendly and kind person. Knowing that he had everything under control made this process much less stressful. We're so excited to move into our dream home! It's hard to believe that it's already time to move in! We have worked closely with Horizon Pacific Contracting to renovate our 110-year-old Oak Bay heritage home. We wanted to make the home more livable while retaining its classic features and intricate mill work. In addition to updating the kitchen and basement, we added space to the sitting room, laundry room, and powder room and with Horizon's help, we included major upgrades to both electrical and plumbing and the driveway, decks, and landscape around the property. Horizon was recommended to us by friends but we still interviewed a number of contractors.   It was clear from the first meeting with project manager, Tim Agar, as to why he is highly thought of.  He gave us some valuable advice and contacts even before we engaged his services.  Once we engaged Horizon, we found that each time Tim stepped foot onto our property he brought immense value by providing many well-thought-out suggestions and cost-saving tips.  The other members of the Horizon team and the trades engaged to service the renovation, were always polite and professional and worked efficiently as a team. Tim's integrity and professionalism came to the fore when there was a mishap with the positioning of the kitchen island.   Without issue this was quickly resolved by Horizon without cost to us. We know that mistakes can happen and when they do, you want to be assured your contractor will make things right. We know that not all contractors step up like Horizon. Horizon renovated the exterior of our 1983 split-level Langford house and garage this past summer. The original cedar siding boards were rotting and needed replacement along with the footings and a wall on the garage. We decided on Hardiplank. I had Horizon estimate the job along with two other contractors. After a recommendation from a friend and checking their reviews, I decided on Horizon. I was impressed by how professional and efficient the crew was. Each one of the red seal carpenters were clearly experts at their job who take pride in their work. I have done several successful projects with Horizon Pacific Contracting, one full Uplands house, featured on the Horizon web site, one full overhaul of an Uplands home, also on the website, a full reno of my son's Broadmead home and, just completed, a full reno of the condo that I now live in. With this record it is clear that I would not use anyone  but Horizon Contracting. When someone calls me for a recommendation I start by saying 'I'll make it easy for you. Just sign the contract.' Tim Agar knows the business, every aspect, the technologies, the materials, the people, the suppliers, the designers, the sub-contractors. The Horizon Contracting office staff and trades people that I have seen at work are not only competent, they are confident, accommodating, and fun to be with. On each of the projects I had a detailed vision in mind of what I wanted. Horizon not only delivered, but refined and defined the vision at every step of the way. At the first meeting with Tim and the designer that he recommended, I said I wanted to turn a sow's ear into a silk purse, that I wanted a little jewel. I am now living in a little jewel. Tim successfully fought the building permits battles and the condo association clearances to achieve what I wanted in every detail.
